Peter Sullivan

Peter M. Sullivan joined the Board of SEAF in 2026 after retiring in 2025 as Managing Director and Head of the Public Sector Group for Africa at Citigroup. During his 36-year career at Citi, Peter has been the lead for innovative transactions in the region including the first fuel import hedging by a sovereign, the first local currency sovereign sukuk, and the first local debt exchange. He has been an integral member of the teams that arranged debut and subsequent sovereign bond issues for numerous African sovereigns over the past two decades. Peter also served as co-chair of the President’s Advisory Council on Doing Business in Africa during the Biden Administration and as member of the Regional Business Council for WEF Africa. At Citi, Peter was the institutional lead on a number of Blended Finance initiatives including Convergence (Advisory Council) , OECD (Senior Advisory Group) and the Sustainable Development Investment Partnership.

Prior to joining Citi, Peter served 2.5 years in the U.S. Peace Corps in Mali, West Africa. Subsequently, he worked as a Financial Analyst for the US Federal Energy Regulatory Commission before receiving his MBA from Columbia University.
